Prior to accepting the position of Manager of the CTGCD, Bowers was manager of the North Plains Groundwater Conservation District from January of 1987 through December of 2006. He also served as manager of the Panhandle Groundwater Conservation District from 1978 through December of 1986. Bowers graduated from Tarleton State University at Stephenville, Texas in 1968 with a BS in General Agriculture. He and his wife Gwen grew up in Pampa, Texas. They have five children, nine grandchildren and one great-grandson. |
